What the circles represents?

The two top rows of circles represents the hours. The smaller circles represents a 15 minutes of the hour and a larger circle represents 1 full hour. Resets on 12 hour cycle.
The two bot rows of circles represents the minutes. The smaller circles represents 1 minute and a larger circle represents 5 minutes. Resets on 1 hour cycle.
