What D17 is for

D17 is La Poste Tunisienne's mobile payment app for people who hold an e-dinar virtual account, in the Smart, DIGICARD, Jeune or PRO family. It is built around that account, so most of what it does either moves money into, out of or between e-dinar accounts, or shows what has happened to them.

The developer states that it is certified for Masterpass QR by MasterCard, which matters for the merchant payments described below.

Managing your e-dinar account

From the app you can check the balance of your e-dinar account, renew the account, or block it. The transaction journal lists the operations recorded on each virtual account, so you can review past movements in one place.

Topping up and repaying micro-credit

You can add money to an e-dinar account by paying with a national bank card. The same app also handles micro-credit instalments, so you can make a repayment without going to a counter.

Both of these are listed as newer additions to the app.

Sending and collecting money orders

Money can move directly from one e-dinar account to another. You can also issue Mandat Minute and Mandat Ordinaire money orders from the app.

On the receiving side, D17 collects Minute, Ordinaire, Organisme and Bourse mandats. Each of these is listed by name, and the developer does not describe them further.

Paying bills and MasterCard merchants

The app pays a range of bills, and the listing names Steg and Sonède among them. It also pays MasterCard merchants, using the Masterpass QR standard that the developer says D17 is certified for.

Bill and merchant payments are drawn from the same e-dinar account that the balance and journal screens show.
