Speech Start is a speech and language development app for children. It is built around checking how a child is progressing, rather than only offering practice. The listing says the content was developed with speech therapists and is aimed at parents, who are the ones using it with the child.
The idea is to show where a child is doing well and where they may need more help, then to act on that. Parents who want a structured view of a child's language skills, without guessing, are the people the listing describes.
