DigiLocker is a key initiative under Digital India, the Government of India's flagship program aimed at transforming India into a digitally empowered society and knowledge economy.

DigiLocker is a platform from the National eGovernance Division of the Government of India, presented as part of the Digital India programme. Its stated aim is paperless governance: documents and certificates are issued and verified digitally, so physical copies are not needed. The mobile app is for people who want those records on a phone, and the listing points to digitallocker.gov.in as the website for the same service.
The build we hold is DigiLocker 9.5.0 (APKS split bundle) for Android 10 and up.

The listing describes issuance as the platform's core function. Documents and certificates are created in digital form on DigiLocker rather than printed. This is the step that replaces the paper original.
The listing also names verification as a function of the platform. It means checking documents and certificates in digital form, which is how the service supports dropping physical documents.
On mobile, the app gives you access to the documents and certificates in your DigiLocker. The developer lists the website as a second way to reach the service, so the same records can be opened in a browser on a computer.
