What the PGFN debtor list covers

Dívida Aberta is an app from the Procuradoria-Geral da Fazenda Nacional (PGFN), Brazil's federal Treasury Attorney's office. It shows people and companies on the active debt roll (dívida ativa) for amounts owed to the Union or to the Fundo de Garantia do Tempo de Serviço (FGTS), who are in irregular standing.

The developer presents the app as a transparency tool that also supports conscious consumption and active citizenship. It is aimed at anyone who wants to check whether a particular person or business has federal or FGTS debts on record.

Searching and filtering the debtor records

A quick search takes a name, a CPF for an individual, or a CNPJ for a company. For narrower lookups, custom queries combine debt type, state, municipality, economic activity and a range of debt value.

Debt types you can filter by are FGTS, labor fines, criminal fines, electoral fines, social security debts, other tax debts and other non-tax debts. Filtering by economic activity and value range helps narrow a large list to a particular sector or size of debt.

Locating companies and scanning fiscal receipts

Legal-entity debtors (pessoas jurídicas) are geolocated, so their registered places can be seen on a map. The app works with the georeferencing data the PGFN holds for them.

The QR Code reader is built for notas fiscais, the electronic receipts issued in Brazil. Scanning one takes you into the app's search flow from the receipt.

Address confirmation and the REGULARIZE portal

Users can confirm the address of a listed debtor. The developer says these confirmations help the PGFN with recovering the credits.

The app also links straight to the REGULARIZE portal, the PGFN's digital platform. From there a person can check their own debts, pay them, arrange installment plans or contest them. Informational banners appear inside the app as well.
