Sinesp Cidadão is a public-facing app from Sinesp, the National System of Public Safety Information run through the Secretaria Nacional de Segurança Pública. It is built for Brazilian citizens who want direct access to three kinds of records: vehicles, arrest warrants and missing persons.

On Google Play it has a 4.02 average from 211,454 ratings and more than 10,000,000 installs. It is listed under Tools and rated Everyone.

Checking a vehicle for theft, robbery and cloning

The vehicle module shows whether any vehicle in Brazil has been reported as stolen or robbed. You search by the vehicle's details.

The developer says the same module can help spot cloning. Based on the data you enter, it checks whether the vehicle may be a clone of another.

Looking up open arrest warrants

The warrant module lets you search for arrest warrants that have not yet been carried out. Results come directly from the Banco Nacional de Mandados de Prisão, run by the Conselho Nacional de Justiça (BNMP/CNJ).

The developer states the purpose is to pass a warrant on to the police. The module does not itself act on a result.

Searching for missing people

The missing persons module lets you search for people listed as missing. Its records come from Sinesp Integração, which gathers disappearance reports filed by the Polícias Civis of each state.

Because the data is pulled from state police reports, a search covers the records those states have entered into the national system.

What to do after a confirmed match

If a search confirms a stolen or robbed vehicle, or an open arrest warrant, the developer says to report it right away by calling the police on 190. The app is not meant to be used to approach or confront the person or vehicle yourself.
